I need a teary eye effect similar to one used in muv-luv alternative

It's hard to tell from the short portion of that clip, but it appears to affect all layers underneath it; some sort of slight oscillating zoom that alternates as a wave function across the x and y directions of the entire window, with a wavelength of about 100 pixels. changing the game to fullscreen mode with a widescreen display generates some faint diagonal raster-lines, so I'm guessing it's a broken up into two functions, for x and y, and fullscreen in rUGP knocks them out of phase in.
More to the point, can renpy even generate effects across all layers without attempting to handle them individually?

As a starting point... yes, I think Ren'py can do this kind of thing to all layers. Check out the random Shake effect in the cookbook, I guess it would be something along those lines.

Notably, there's a variant that allows you to shake the screen for as long as a specified block of text is displayed. However, I don't know how to create the teary-eye effect you're looking for specifically. Good luck!

For a quick and dirty way to imitate this, you could take a screenshot and blur it, or alternate between multiple blurred versions with different transparent bits. I think that would be a more convincing tear effect anyway (from my extensive experience)
