Yep, this should have been posted in the recruitment section. Anyway, is there a specific style of art you are looking at? Realistic, cartoon, eastern? How many girl vs boy characters are there?
Also jumping over to the recruitment section will probably prove fruitful since there are plenty of artists with portfolios with set prices for commissions.

Besides what Kato said, it would be preferable if you write or show something about your project. How much is the progress? What kind of story is it? The more information you give, the more artists you will see applying for you.
