Where can I get this Character Generator?

Hello I am new here so Hi! By the way, I've stumbled upon a japanese blog site and I saw a character generator.

I wonder where can I get this generator, is it free?

The interface is similar enough for me to say that's KHmix. It's free.

Is there a translated version of that so I can use it without taking a Japanese course?
