Which comes first: WiP or Ideas?
For those of you who are still actively creating and posting Visual Novels, which do you usually post first--the "idea" (under the "Ideas" subforum) or the "Work in Progress" (under the "Works in Progress" forum)? When do you decide to make an official announcement?

Re: Which comes first: WiP or Ideas?
I wouldn't distinguish them in a first and second, since they are actually not really related o.o
Ideas is the place for stuff that is more developed and more likely to be made then the stuff in the "Ideas Dump".
You can get feedback on your idea or help, if you are unsure, if you can make that project.
WIP instead is exactly what it says: work in progress
It is a project that the person is already working on. All feedback goes there, the maker will upload screenshots, sketches, demos (whatever he wants to share) there.
There is NO need to put anything about that project in the ideas area anymore, because it isn't about "should/can I do it?" anymore, but only about "In X months, this game will come out". Any serious problems that the maker encounters at this stage are rather a thing that should be put in the other areas like "Questions and Announcements", "Recruitment" or in general the "Creators Corner".
IF there is any order, then only:
Ideas -> WIP
The other way does only work when you break off the project and ask the admin to put it into ideas for whoever might be interested in it some other day.

Re: Which comes first: WiP or Ideas?
Destiny summed up your first question really nicely so I'll just answer the second. I decide to make an official announcement when I meet two requirements. The first is that I feel like the game is at a point in development where I'm now dedicated to seeing it through and two I have enough stuff to make the first post in the thread look nice X3.
In-Progress:
Floret Bond, XOXO Blood Droplets, Our Life
Released:
A Foretold Affair, My Magical Divorce Bureau, XOXO Droplets, Lake of Voices
