Sorry if this question has been asked before. I have a project that is 50% finished with characters and Background, 5% on CGs, 100% story BUT will not be formatted until VN Maker is released. And they are on hold.
I also want to have a modest Kickstarter to help with translation costs.
I predict we'll still need about eight months before we're ready for that. So, question: when is a good time to announce about the group creating the project? Sooner to release or earlier?
When should you post about your project?

Re: When should you post about your project?
Once you've got the plot and some art to show off, maybe also a logo? You've got your main characters, some backgrounds and at least one CG I assume from your post, so you can make your WiP now.

Re: When should you post about your project?
When you're done with at least the third or fourth draft of the story, and when you have enough pleasing-looking assets to show for your work. Judging from what you've described, you have plenty enough to announce with a WiP topic! You could put up a topic showing what you have so far, and promise to show more of what you have and initiate discussion until VN Maker is ready for release.
