Jamendo does that. You can buy "use for one project" licences there, if the uploading artist specified such terms.

Just would like to bump this useful resources topic with my CC sound effects library.
Currently this library has 400+ sounds and I'm working on more to add.

Jamendo is good, but if you look for authors in electronic ambient genres, I recommend tunguska-
tunguska.org
also well known image storages can be useful (you can just add some effects by simple infranview viewer)

Don't they just link to Jamendo anyway? Besides all their projects on Jamendo are marked with NoDerivatives, meaning we can't use it for game projects and videos.
