Question about making one shots

I want to start making one shots (kinetic visual novels) that are short fan fictions of one of my favorite artists. All I know is that I can't make any kind of money from it. I'm not sure of any other specific rules to follow. Mostly I want to know where can I find pictures, of the famous people I want to make the one shots of, that are free to use.
