You don't have to ask anyone; of course there is.
It's not a big formal affair or anything. If you want to do NaNoRenO, then you do it. So long as there's at least one person making a VN in the span of the month of March, then yes, there's NaNoRenO. Someone will make a thread when it gets closer, but that's not really a prerequisite to anything, it's just a place to discuss it.
And I think it's safe to say there's going to be at least one person doing that.

I'm kinda confused on NaNoRenO... is it that you finish a whole game in March from scratch or you will finish a game you have been working on from long ago on March...?

From my understanding is that there are two flavours:
The purist where you start from scratch and finish in March. (You can make outlines and sketches beforehand)
The alternate where you finish a work in progress in March.

NaNoRenO is when you start making a VN and finish it in March. So you COULD NOT make a game some times in the past, finish it in March, and enter it in NaNoRenO. Well, perhaps you could think the idea or something beforehand, but nothing biggie before March. So it's completely one month VN in the making. That's NaNoRenO.
The spirit of NaNoRenO is making something and finish it within a strict deadline. Quality isn't something expected (since it's just one month anyway). What matters is it's finished and people could play it. Heck, you could even release buggy version 1.0 at the end of March, release the fixed version the following year, and still call it NaNoRenO ^_^
There's other event for something you made in the past and want to finish it now... but I forgot the event name...

I'm gonna create something this year, and get it done and released. In order to do this, I've written down the following goals:
1. Make sure my story has a small scope, and is short.
2. Show no more than three characters on-screen. If any other characters exist in the story, they will have off-screen roles (perhaps they're out of town, or are deceased).
3. Create any kind of story, as long as it will have only a small number of potential endings.
4. Don't try to create complex gameplay.
I'm now writing a list of themes, settings, and so on which I enjoy... as well as a list of ideas which I want to avoid. Before March 1 rolls around, I might write down details about characters who I'd want to include.
