Samples of some character art for Visual Novels I'm willing to do as commissions. I'd probably offer a number of costumes and expressions as above too.
Still not sure what I would charge for such a thing, but would love to hear what someone would offer for custom characters of this style/quality?
I'll work on some more samples too, male characters, children, and perhaps even some anthro-style?

With stock sprites... I'm not sure what sort of success you'll have. There are a lot of sources with very good free sprites that match fairly well. Typically, the people that'd be willing to pay money for sprites do so because they don't want their sprites to look like sprites in other games. I'm not sure how much success you're going to have with offering this sort of service. I will admit that people have sold ragdoll systems before, but these are typically of exceptional quality.
I think you might have more success with your offer for custom sprites.
BGs are the things that people would most likely be willing to pay for royalties, I'd say... but even that is less...
