If that wasn't the effect you were going for, here are a few tips on how to help!
Firstly, if she's looking down, her eyelids will lower a bit more.
I also darkened them so that they're not fuzzy around the eyes and sort of vague.
I put small ridges around her nose to define it more
Lightened her collar bone; the shadow beneath it is all you need to define it.
Lightened the lines on her neck; unless she's straining it, you generally won't see them.
Neck slightly thickened.
Some light added to the front and back of the hair.
Her left arm: I added some shading to it, since her dress is in such shadow, her arm would be as well.
Her right arm: Removed some of the shading on the left of it, as the light source is strong.
Anyhow. I really like the idea, and the combination of hand drawn and photographic reference that was used! :3

Just so you know...
I honestly didn't find it Uncalley Valley creepy either (much like LVUER), which caused me to carefully inspect each picture to see what could be SO creepy about it.
Now, I didn't realize that the changing expression pic you uploaded was animated. As I was looking at the picture (in retrospect, I realize it was loading, which is why it didn't start to move yet) she suddenly began to blink and raise her eyebrows disapprovingly at me. This caused me to scream out loud and jump back in my chair. The momentum of that caused my chair to tip over and I fell to the ground.
My cat, now thinking in his cat-language "LOL, I iz gunna lay on ur keyboard" takes this opportunity to hop onto my keyboard and SOMEHOW managed to isolate the picture into a new tab on my browser, and bookmark it as my homepage.
So now, clearly, this picture is the most frightening thing I've ever experienced.

I am surprisingly fine with her. :/ I don't find anything creepy about her. Maybe it's just me.
The only thing creepy is that her armpits look a bit humongous... The space between her upperarms and her torso looks abnormal. Other than that, all is well.

A word needs to be said on hands. I think people tend to make the palms too short, because they don't have the features that the fingers do, but if you lay the middle finger of one hand on the palm of the other, you should notice that it's significantly shorter.
Also, I think she'd be significantly improved by adding cat ears.

I find that a little strange too, but the dress came from a Photo of it being worn by a mannequin. Then again, mannequins are not known for being anatomically correct.
