Yeah, that's kind of the way it's done now. That or CGI w/ Toon shaders it depends on your tastes and skill.

I like this approach. Is there more, e.g. colours? Because the results from the first solution are amazing, but it also seems like a lot of work, thus takes a lot of time and I don't have the latter.
Third way would be to trace/vectorize the background by hand, the solution I would go for, but that also requires some time.
Up next: An original, open source, text-based Dating Sim. Stay tuned ;)

You could try just applying a gaussian blur filter to the photograph.

- original photo
To do this, open the picture file in Gimp.
Click on Filter
In the drop down menu, click on Blur.
In the side menu, click on Gaussian blur.

That is not so much satisfying. For now I use Filter->Artistic->Oilify... to remove the "looks like a photography" effect, but that's not so close to a anime-/cartoon-like image.
On the other side, it would make things to easy if that functionality would already exist, right?

Yeah, it not so close to a anime/cartoon-like image.
I know that making it yourself is the best.
But in the past I read one tutorial that teach you how to trace the photo and then color using a few simple step to achieve a decent image-like background.
And unfortunately, I forgot to bookmark that tutorial.
Hahahahaha....

Though I did a fair bit of repainting as well, I was generally using the photo as a structural and colour base. Generally speaking, the more work you do, the better a background will look.
