Well, there are just no known open sprites with many customizations and I see no sense in adding sprites with just, like, 2-3 dresses and 3-5 emotions.
Now this is an interesting program (that I knew nothing about when I actually needed it :'( ). I haven't really checked it out beyond the youtube video and the few screenshots, but it looks like a real useful compilation of CC resources that is really accessible to newbies.
Not sure if this is still possible, I saw some things suggesting that IICharacter isn't being updated no more, but I've got some CC sprites that could be included into the list. While some of them don't have nearly enough expressions to be worth your time, others do. I'm not sure what the minimum requirements would be, I haven't seen those listed in the OP, but I bet that at least Vanessa would meet them.

I think I'd add it if I'm going to unfreeze iiCharacter development.
I have some crazy ideas of merging iiCharacter into iiOS so that you can import your sprite into your game and instantly test it inside RenPy runtime. However, I have some other important projects to finish right now, so this is not going to be any time very soon.

It is possible to expand existing character sets and create new one by simple putting files and folders on your file system.
What you really need is a lot of art.
