Going for a 1920x1080 screen display, what size in terms of pixel width and height should background art be?

What are you trying to ask? If the game's resolution is 1920x1080, then the background is simply 1920x1080 unless you're gong for some sort of GUI that doesn't use the entire screen/window for the background. If the resolution is a different size, then use that. You can develop background artwork on a bigger canvas.
