How to animate in 2d

How to animate 2d like in Men of yoshiwara(link below) for example? Can I do it with gimp(or with blender)?

If it's the sprites...
You can't use "gimp only" or blender (but you need the basic knowledge to use them)

Best application that i know are Live 2D http://www.live2d.com/en/
At least for decent character basic model you need:
1. Decent drawing skill for the sprite
2. Basic knowledge of character tween animation (know where to split object, like front hair, eye, back hair, etc)
3. Basic knowledge of 3d and mapping
4. Knowledge of animation

Good example of the game that use Live 2d are Fairy Fencer F(https://youtu.be/b04U07YbebA?t=2m15s), Neptunia game series.

We use Spine to animate our sprites. It'd probably be closer than 2D Live which makes use of 3D-2D hybrid. This is how our alpha-sprites turned out using it (although we have a new one now).

Mostly I ment just free software. I know gimp and I am lerning blender so I'd rather do something in this two.
Yeah. I seek for informations right now. I try not to think how hard it is but just learn everything I can :)

+1 for spine, thats my first choice. if you need something cheaper, theres also spriter http://www.brashmonkey.com/spriter.htm

and if you need free, I believe dragonbones might be a good choice as well http://dragonbones.github.io/

but if you can afford, definitely try to get spine

I'm pretty sure their official sprite animator is emote lite ...I really loved that game <3

Anime Studio allows this kind of animation: There's a tutorial video for it here.

You may also want to look into Synfig Studio, since it's a free 2D animation program.
