Color harmony between character sprites and background

I've just watched this tutorial... and I wondered, how do you do it, that every combination of character art and background looks good?
Normally you have a color scheme in a picture, so you give more vibrant colors or strong contrast to guide the view...
but how do you do this if you don't know which artwork will be in the foreground?
I wanted to do the background art for a free project, so i would love to get some advice :)

If the sprites are already done or being done, you could ask to look at them and that may help match the style and colour.

If you're in first with the background, then the sprite artist can try to match your background.
