If you're looking for examples to help with hand-drawn work, check out this site of 1940s screencaps. Also check out Mike Mignola's black and white works, Batman: The Animated Series and Sin City.
Also take note of composition. Even if the lighting is off, you can sell the noir aesthetic fairly well with composition alone. Don't be afraid to rip off a screenshot. You can always change it later.
