Does anyone know of any good tutorials on how to do noir-style hard lighting? I'm looking for recommendations.

Here's a Google search result you can use as a starting point. Most of them are catered towards actual lighting for life-action, but the introduction to the style should give you a good idea of what makes a noir scene.

If you're looking for examples to help with hand-drawn work, check out this site of 1940s screencaps. Also check out Mike Mignola's black and white works, Batman: The Animated Series and Sin City.

Also take note of composition. Even if the lighting is off, you can sell the noir aesthetic fairly well with composition alone. Don't be afraid to rip off a screenshot. You can always change it later.
