Audio file trouble: ogg really quiet

So I've been converting mp3 files to ogg using FlicFlac, but the ogg file produced is always significantly quieter than the original mp3. Is this normal for ogg files or should I stick with mp3 files?

If you plan to go commercial to want to avoid MP3. It has a very steep license on it. I use Audacity and haven't had any issues with converting. Though you may want to ask your composer (if you have one) to give you your files in mp4 or ogg right from the get go.

I'm not sure why it's changing the quality. Someone more technical them me would have the answer to that one.

Obvious, but no settings that could cause this?

Also, why OGG, if you can have WAV?

Like KittyWills said, try Audacity. Any time I need to convert formats this what I use and it gave me any problems, you can also boost the audio if needed.

EDIT: Fixed my crappy midwesterner grammer

Seconding this. There's an easy way to make sure that all your music is the same volume. While it's in Audacity, just go to effects tab up top and hit normalize. It'll bring the audio up (or down) to the level you set.
