Basically
1943. A patrol of soldiers comes across a mysterious new material named VN. They shoot at it, triggering its reality-altering powers in the process. Shortly afterwards, World War II comes to its True End. The patrol reports their discovery to their superiors, and soon the message reaches the ears of the evil Regime. The Regime starts harvesting VN and begins a research program to unleash the true power of VN.
Despite the Regime's research efforts, the secrets of VN's powers remain unlocked. The researchers grow increasingly frustrated with their progress, and after receiving a pay cut because of fruitless research, they start leaking out samples of VN out of the lab. Drug dealers start synthesizing VN into a powerful drug called "Otome".
The number of Otome junkies skyrockets and the general public grows aware of the existence of VN. Because of the costly research and the public backlash, the Regime ceases the VN research program.
The Regime then launches "NaNoRenO", an annual event that takes place during the month of March. In short, samples of VN are sent to aspiring visual novel developers (after registration and background check) who are to use the VN sample to enhance their visual novels beyond what normal computer software is capable of.
The Regime claims that the point of NaNoRenO is to enlighten the public of VN's positive attributes and to the celebrate the creation of interactive entertainment. In reality, it is merely a low-cost, outsourced continuation of the old VN research program. Indeed, the visual novel developers are heavily encouraged "to experiment with VN beyond the official documentation". Each VN sample is tagged and monitored around the clock, and if something unusual were to happen, the Regime's agents would arrive - with guns drawn - in no time.
Fast-forward to 2013. Our protagonist, Neet, suffers from a severe case of megalomania and laziness, and is naturally suggested a career in visual novel development by a Regime career adviser. Neet decides to give it a try and registers for the NaNoRenO 2013. The fairy Estrus is assigned to oversee Neet's progress, and inevitably ends up being part of their new visual novel development studio - Navel Lint Technologies. Neither has any previous experience with visual novels or VN, but their naivety might just be what is needed to unlock the true power of VN...
