No paintovers (not counting the erasing of number plates and people) I only applied some G'mic filters in Gimp.
If someone want to know what I did:
- g'mic -> Repair->smooth bilateral.
- Duplicate the layer x3
- On the top copy: g'mic->contours-> gradient norm, check negative colours, adjust the others sliders as you like. Apply. Set the layer on multiply, adjust the opacity. Optionally: use colorize.
- On the middle copy: g'mic->testing->Corvo->Corvo's painting 5. Layers opacity near 50%.
- On the bottom copy: contours->segmentation.
- Merge the layers
- Mess with rgb, lab, hsl curves. Until
despair you achieve a good result 
- g'mic-> patterns ->canvas texture
- Optionally: paper texture on a new layer-> overlay, low alpha.

I liked the lights so I choose to not erase the -moving- cars, sorry. They are small so removing them is easy.

Oh my goodness, I just realized that your username is Corvo and the effect is called Corvo. Does that mean you created the filter yourself?

Very cool!!!
I will be using this filter and technique in my games for sure.
