I'm planning on using these in a couple games of my own, but I liked how they turned out and I thought I'd share in case anyone was interested! (I'd totally love to see the game you make with them!)
I made them all myself, and am sharing them under Creative Commons Attribution 3.0 Unported (CC BY 3.0).
Files are 1280x720 with 600 dpi. Many BGs come with at least two different times of day variants.
I aimed for a kind of pixely/painted simple retro vibe.
