looks like you have the patience needed for drawing. I suggest starting with cel shading technique and copy lots of other artists work, it will help you learn extremely fast.

I held off saying this the first time around, but since you brought it up specifically here, I'm going to stress again: you should practice anatomy before you dive deeply into color techniques. You can know all the painting techniques in the world, but if your underlying anatomy isn't successful, the whole piece isn't successful.

A lot of people who admire and emulate anime styles think that they don't need to know real anatomy to be successful at anime and manga style art. That's not true. Many artists that I know have voiced that they wished they'd taken traditional anatomy more seriously because once you get into a habit of anime drawing, it's really hard to unlearn the wrong things you thought were right when you learned them.

In order to draw anime style anatomy (or any style, for that matter), you absolutely need to learn proper anatomy first. You can bluff your way through some of it, and many people do, but your work will always look inferior to professional work if you don't learn the basics first. If you don't first learn what the rules are, you can't know how to bend or break them.
