looks like you have the patience needed for drawing. I suggest starting with cel shading technique and copy lots of other artists work, it will help you learn extremely fast.

A firm understanding of anatomy is definitely the first place anyone who contends to better themselves at the skill of drawing should master. The most immediate resource I can recommend is to download this free ebook and study it carefully.

Stiil needs more study of basic proportions, the ones there are all wrong.

I suggest using the circles technique as seen here:

I held off saying this the first time around, but since you brought it up specifically here, I'm going to stress again: you should practice anatomy before you dive deeply into color techniques. A lot of people who admire and emulate anime styles think that they don't need to know real anatomy to be successful at anime and manga style art. That's not true. In order to draw anime style anatomy (or any style, for that matter), you absolutely need to learn proper anatomy first. If you don't first learn what the rules are, you can't know how to bend or break them.
