Pro tip: given the scope of this project, and the requirements for the applicants, you're better off either learning how to write this yourself, or saving a few bucks to hire some writers. Three years isn't a small project, and a lot of commitment for no money, and a project that doesn't even have a finished outline.
This is coming from someone who's had to recruit for free projects more than once, and I can tell you, you're asking for too much, only because there's not a lot of incentives to join.
At the very least, you should wait until you have a finished outline ready; not even a script, just the outline.

I have no problem doing an outline with characters that I can design and make, but the problem is that I have found it better to have the writers actually start designing it on the ground floor. I find that many of the characters I design arent ones that appeal to everyone, which is fine. Id much rather try and see if people are willing to help design it from the ground up. If it comes to there not being enough/any applicants, I might try and write out a bunch of outlines for each character.
The requirements actually arent all that high, its just a series of samples that allow me to see how well they can work. In truth, a lot of it is just "are you a good writer and can you work in a team?" The problem with writing this myself is that I am going well beyond the scope of a small project. Honestly, I would probably just write a book instead of a VN if I was going to do it by myself. Im banking on the fact that I know how to manage well to complete something like this.

I also would note that you might want to research your genre a little bit more. Slice of life was by no means popularized by Katawa Shoujo, even for VNs. KS was influenced by slice of life anime/manga, of which there are a very large number; more specifically the 'cute girls doing cute things' sub-genre of SOL.
I do agree with HiddenCreature, also. If you are going to have that stringent of an application process, especially for an unpaid project, you need to have a better idea of what elements are going to be present in the game, beyond just a vague concept. "College sophomore does a job," is not a particularly enticing hook. KS's "romancing cute disabled girls" is a good hook, even if you went in without giving character info. Basically, if you want to hook people for the long-term, give them something that will excite them, so that you know you'll have a good crowd. Since you know that the project may take three years, you must know something more about the game then you're telling, and so you need to say why.
Three years is an incredibly long time, though. Large games have been made in far less. Without a very strong project, you just aren't going to have the team retention you need.

Okay, im going to temporarily close this while I reformat everything. I see that it might be more beneficial to actually come up with the characters myself first along with the storyboard, then come back and advertise. thank you both for the constructive criticism.
