Yes, they are both for commercial use. I mean, I don't distinguish between commercial and non-commercial when it comes to character sprites, BGs, CGs and Illustrations. You can use them in whichever way you please.

Umm, I'm afraid I'm no good at paintery-style backgrounds. I'm trying to improve my skills and I'll be learning that style sometime soon, but at the moment I can't guarantee anything.
