The artwork you submit to me will be assumed that all work being edited is within the consent of the original creator. I will not hold the rights to the doctored images and any and all confrontations between the original creations should be handled by the creator and the project staff in question.
You have a character sprite and you want to add more faces to it but it'd be better worth your time on focused somewhere else. Did you lose all your progress and need a blank face to work off of? Need a quick edit but don't want to think about it? I'm here for you.
I'm personally disappointed in the lack of different expressions there are in VAs. And given that I have worked for over 19 years in photoshop I might as well use its notorious shopping skills for the powers of good. I'll edit the artwork that you have to your specifications, the most common application is with character sprites, but if you talk with me we can work out what you need.

As for payment It varies If all you need is like, forgive me for talking casually; "Hey fam, we need eyelids, can you make a set for 5 bucks?" I would agree.
Approach me with your budget and I can see what I can provide. For a single character, it should only shoot you around 15, 30, 50 USD at the most, but again it really depends on the workload needed. I would need more clients to confirm the exact price range, forgive me for the indirect info.
