Manipulating Flap & Blinks

Just a quick question; how do I control the rate of eye blinks and lip flaps?
Like for blinking is it possible to have a random range to mix up the interval in which a given character blinks? And I have vocal work in my project, so how would I go about manually controlling the moments when the mouth moves in order to create pseudo synchronization?
