Windows and Linux Version Bumps

Just as a quick notice to everyone - Windows XP support ends on April 8th.

I'm probably going to do one more 6.17 release before then to fix some memory leak issues and other minor bugs, and then I'll start building future releases against newer Windows SDKs. (Basically, raising the minimum requirement to Vista.) I'm not planning on actively breaking stuff, but I'll stop fixing XP-specific bugs. (And I'll start asking people to test against newer windows versons.)

I'm also going to bump the minimum required version of Linux in the near future. When the new (14.04) version of Ubuntu comes out, I'm going to start building against Precise Pangolin (12.04). That will raise the glibc we require, but it's already 2+ years old, so hopefully that won't be much of a problem.

For the record - the first bit, about dropping XP support, was something of an April Fool's joke. I think it's a year or two early to consider dropping XP.
