What size screen to use for Mobile and PC project

I am testing out Mobile builds. Here is what I have so far

That is what it looks like on an iPhone 6-s at 800x600
that size is not going to work.
But it got me thinking about all the different devices out there.

Does anybody know what is the ideal size to make a project for mobile.
I know many devices have different resolutions.
Also should I default it to FullScreen?

Totally a matter of opinion, but I'd say yes to fullscreen, and resolution of 1280x720.
16:9 is the most common ratio for PC monitors these days, and most phones are 9:16, so that ratio makes the most sense IMO.
And higher resolution games will run fine on PC, but not on many non-gaming mobile devices, so 1280x720 is a sensible middle-ground.

Do you know what will happen if I set the resolution to 1280x720 fullscreen and someone opens it from a device with a much lower resolution?
Will it resize or crop?

It'll scale down. (ie. resize)
