I installed renpy on the C: folder and when I double click the renpy app in the sdk folder, it just creates a log.txt file
heres what it says in the log.txt:
Wed Dec 28 12:52:17 2016
Windows-8-6.2.9200
Ren'Py 6.99.11.1749
Bootstrap to the start of init.init took 1.66s
Early init took 0.20s
Loader init took 1.94s
Loading error handling took 0.41s
Loading script took 10.31s
Loading persistent took 0.03s
Importing _renpysteam: ImportError('No module named _renpysteam',)
Running init code took 5.24s
Loading analysis data took 0.51s
Analyze and compile ATL took 0.03s
Index archives took 0.00s
Dump and make backups. took 0.00s
Cleaning cache took 0
I installed the previous version because I tried the new one first and it resulted in the same log.txt file so I thought the previous version might work, it didn't.

IIRC, Windows 8-6.2.9200 is a 64-bit build of Windows 8.0. I can confirm for you it is not an issue with your OS as I have used Ren'Py on the exact same version of windows.
Other than that, I got nothing.
You should see something like this:

It looks like some sort of segmentation fault. Check your computer for "game optimizer" programs that inject code into other programs, causing said other programs to not work. Also off-brand anti-virus programs that have the same problem. The least likely cause is a video card driver problem, but you can rule that out by holding down shift as Ren'Py starts.
It could also be a memory error in hardware.
