I know that they can for imagebuttons, but can some sort of imagemap also move?
I want to make a single movable image that has two buttons on it, both with ground and hover states. Is it possible?
Should I resort to just applying identical transforms to two imagebuttons?
Can Transforms be applied to imagemaps?

Use imagebuttons rather than imagemaps, they are more flexible.
