How do you add a color over characters?

How do you add a color over characters?

I'm looking to add a semi-transparent color over my characters. An example of what I'm after is fire emblem radiant dawn. When a character is talking all the other characters on screen have been tinted darker to highlight the speaker.

I'm sorry if this is a silly question, I'm very new to renpy and can't figure it out!

I've been here for years and I swear I've never found a silly question here (no question is silly if you can't find an answer) :) .
It looks like what you want to do has been discussed here sometimes:

Changing image based on who is speaking: viewtopic.php?f=8&t=34286
