So I was wondering if it's possible to implement a video or a gif for cut scenes using renpy and how would you go about implementing it?

Note that on Android devices, video playback is only supported as fullscreen, so you cannot use video as a background for anything (including menus) on that platform.

GIF, graphics interchange format, is a horrible, HORRIBLE format that should never have existed - it was however, the precursor to PNG (portable network graphics), and later, APNG (animated PNG).
You can use static GIFs, but not animated GIFs.
If you want animated images, use a series of PNGs and piece them together using Ren'Pys very powerful Animation and Transformation Language - ATL.
