I suggest you try to find people who would draw for you for free if you don't have a budget. Or use free assets done by some members here in the forum!
Anyway, for tools to create 2d characters, the only means I know would be drawing or generators/dress ups/etc...
If you plan on drawing, you can look at multiple tutorials as said above!
For 3d characters, I can only think of editing MMD models through PMX/PMD. It's mostly assembling parts though.

Be careful with MMD assets, much of the available models and parts, are in fact stolen assets.
