Icon.ico returning an error?[solved]

I read that if you place icon.ico in the main folder, then the program should automatically use it as the icon in the window and .exe but I can't build distributions due to this error:

the image file must be resave (converted) to Windows Icon format, not just renamed.

I didnt just rename it. I was using a bad website for the conversion
