Actually, since i played DDLC, it is not proabably that effect, instead, the creator might use a image instead with the glitchy effect drawn on it and then animated it.
Yes, you can make a ATL glitch when you had a image with a glitch effect, like 3 of them.
1 image for glitch, and 2 and 3, for another different glitch image.

No prob, just don't make it to complicated, you might get some problems or errors, make it easy to do it.
