Self-voicing and tooltips

I just wanted to ask a general question - are tooltips meant to be read out loud by assistive self-voicing?
It doesn't seem to work in any of my games, but I'm not sure if it's because my screens are too busy or something like that.

In many instances, the tooltip text and alt text would be exactly the same, so is there any way to use the tooltips as alt text, rather than blindly copy pasting everything and making future edits a hassle?
