Maybe Ong is referring to how Filipino culture was so strongly influenced by "outside" forces; Hispanic, then American occupation. Filipinos tend to absorb culture much more readily than, say, China, which is steeped in thousands of years of strong cultural identity.
I get mistaken for a Hispanic at times, and my last name is definitely Spanish.
But as to whether we're "asian", according to Dictionary.com, an asian (noun) is "a native of asia", or (adjective) "of, belonging to, or characteristic of Asia or its inhabitants. Last time I looked, Philippines was in Asia. :P

Since Philippines was colonized before, I think Ong was referring to cultural infuences that make us not so like Asians.

It wasn't really Bob Ong, he was the author but the part about the Filipinos not being asian is about a post made by a Popular DJ in America around 2001 or 2003, though i found it out in the book instead in online. The DJ said in his post that we don't act like Asians at all and we act more like Black Americans or something.... Bob Ong is a Filipino and Ex-con(?)somewhere in the philippines I am not really sure.

well, on western influence, that Filipino has a more open-mindedness than the trio of E asian peoples, I can ascribe to the Latin (Spaniard) influence, because the latin concept of melting pot is very different to the anglo-saxon one, being based on the valuing and appreciating the differences and this is why one in Italy, esp. around the City on Seven Hills can see much more and more diverse mixed couples and an easy cultural confrontation (I haven't ended my sort of census, by seems that Rome has an above-average number of cultural exchange centers....)

@ PyTom: Actually, Latin cultures gives a certain role to blades and batons, up to have actually developed the bastard sword, that is, the western Katana, the Italian School of fencing, among other martial fighting arts...

and the Italian Scherma di Bastone (stick fencing/fighting is so well alive in Italy, up to the point that I can even be considered (among some other select few) the Last of the Condottieri, but I guess that we start to be heavily OT there ;)
