What resolution should the art be done at?
I have decided to double the pixel size, so my canvas is at 1600X1200 (2X of 800X600: the completed size)
But what I cannot decide is what the resolution should be (in pixels per inch)
I am using paint tool sai for now (probably photoshop a little later)
Are sprites the same resolution as cgs usually?

Unless you're planning on printing it, the PPI makes no difference.

Honestly speaking, dpi on really comes into play when you want to print something. Something at 72 dpi and something at 300 dpi will look much the same on screen. I do everything at 300dpi out of habit because I work with print, but feel free to use lower res to save on size. I also draw massively and scale down. Scaling down is easy, cropping is easy, doing the opposite is neigh on impossible. Plus, it tend to hide flaws

I work with print too, so 300 DPI for me as well - but it's not something you should concern yourself with when it's for the computer only. You should however, draw at a very large scale, because this way it's easier to scale them down/use them for other things etc. It also makes the art look a bit smoother.
I also recommend drawing the entire full body - you can always crop it till the waist. You never know when you might need the entire full body ...

I use a happy medium of 96dpi- a little higher quality than 72 dpi, though it's not very noticeable. Doubling the size of the frame is always good.

I believe 72dpi is the standard for screen-based work - I was taught that this is how screens display things anyway, so having higher resolution will make no difference, but this may or may not be accurate, and I'm sure technology is changing things anyway. As others have said, if you want to print anything, it must be 300dpi minimum.

- If you want to print it later, set it at 300dpi. 300dpi is industry standard so it's not like you MUST set it at 300dpi (but set it at least 72dpi).
- If you will never print it (digital art), like art specifically for video games only or digital comic, you don't have to care about dpi. But you still have to worry about resolution. The higher (usually) the better.
