i am think of building a game thats heavy relay on the visual novel but still fun to roam around and discover their own adventure. this is not a rpg, not a world full of monsters, not even a class system or exp. its a open 3d world with a story and a few puzzles for fun, yep a simple game with simple story about stopping evil. i have the power but i dont know if open world 3d has been never consider to be a novel game or such. so what do you guys think about it? i really do have the power to build this idea...

It is in its own way. If it works with the idea of different paths/ending(s) so you can say it is. The big difference would be that it's in 3d with "original" gameplay and mechanic.

Based on that animation, are you offering to give or pay a million yen? If so, I call dibs!
As for the game idea, I think we'd have to see a prototype to make good evaluations. My main concerns with an open world are the chances of players getting lost, and not having that much to do in all that space.

It can run well if each place has some activity (talking, puzzle, etc...) and that you don't have access to everywhere right from the start.

Think about Telltale games. Or Danganronpa. And the latest games like "Dreamfall: Chapters" and "Life is strange"

Depends on what you define "open world" as, but 3D exploration based games have been done before. First one that comes to mind is Gone Home.

There have been people consider similar ideas in the past, but I think in each case they lack the skillset required to make it happen.

If you think you can do it, then go for it. I see no reason why not to. As mentioned, there are some games that already try to do similar things and they are successful. I don't think there is a rule that states that VNs shouldn't be 3D or open world or any of that? And if there is- just break it. Make the game you want to make. :')
