Ideal: No people beside yourself.
As other people have said in your other thread where you asked this question, I recommend you create a much shorter VN as a test for learning experience for your fist attempt. Something that is less than 30 minutes. This will give you a sense of how to make a VN. What you can bring to the table and what you'll need.

A Close Shave:

*Currently Doing: Coding of emotions and camera for the labels--On 5/10
*First Next thing to do: Code in all CG and special animation stuff
*Next Next thing to do: Set up film animation
*Other Thing to Do: Do SFX and Score (maybe think about eye blinks?) Check out My Clock Cookbook Recipe: http://lemmasoft.renai.us/forums/viewto ... 51&t=21978

Six hours is a surprisingly BIG amount of time for a first visual novel. My first game lasts like 10 minutes!
Make a short story and try to work everything by yourself.

Artist and voice actor, trying to actually write stuff.

An ideal staff is someone who you trust will do the job well, and won't give up on the project. Someone you trust. Someone unique who will add something special to the project that wasn't there before. Someone who is as passionate for the project as you are. Someone who will put thought into the project and the work they do for it. Surround yourself with people whom you consider to be better than you at their chosen fields... and, well, you can only grow and learn from that.

Like truefaiterman says, 6 hours is actually quite a lengthy novel. Especially if you have no experience writing, that's a gigantic task that will take you forever. And that's just the writing. Doing all the other assets will multiply the time taken by a few magnitudes.
In regards to the ideal staff, it depends on your skills and the level of quality you expect. If you absolutely can't draw portrait art, but you want it to be of a level of quality that has it, then you'd obviously like to get someone who can do it on board.
If you can draw, write, code, and do music, you can do everything. If you can't do some of those roles, then you can resort to free-to-use assets and still get it done, but those will obviously not fit as well with your work as custom made stuff would.
My advice is to look at Nanoreno novels. Especially ones made by small crews of people (or even single-person teams). Those should give you a better perspective of what you can do and what scope you could aim for.

Re: What are the ideal staff to make a short vn?
As everyone has said you should start by making a short game. Some of the greatest indie games of all time have a play-through of 4-6 hours. Something around 15 minutes should work, you can always expand on it. Have a go at it in intervals, I would say. First write your story as simple as possible and then program it, say that it is a play-through of 20 minutes. Your next goal could be to jump that number up to 45 minutes or 1 hr by always expanding parts of your story. The cool thing about doing something like that is the story evolves over time and grows into something better than what you had originally planned, and sometimes even better than anything you could have thought up in the beginning! It could potentially save you time by only adding and not having to cut anything out. Plus, that could be a cool extra to release with your finished game. You could link it to the first game and each game that you made to show the evolution. I mean... that happens with most any game regardless, but with the ability to play through your progress... I think that would be so awesome. Maybe I'm just a nerd. ^^;
