I'm not sure what you mean. Doesn't look like this is a censorship problem. If you've done something against the rules of the forum then you you'll either be partially banned or fully no matter who you are. As for the second link, it's because you're on partial ban that someone needs to moderate your messages till the ban is over. It's got nothing to do with hating Russia and honestly it's not good to think that.
