How important is it to make new textbox/buttons/icons?
I'm making a visual novel. It's a MeroNia yaoi story (from Death Note, for those who don't know) and I'm rather lost on how important it is to design my own textboxes and such. Alongside all the art I have to do, it's overwhelming.

Not important, unless your game is a commercial release. Most people expect more professional assets in a commercial game than just cut and paste stuff.
That said, every game should at least include a custom font for character's names that's more fitting to the game. Leaving the default UI unmodified looks very generic.

How can I add a frame (like a really simple border) to my menu options and my dialogue boxes?

Draw it in an image editor.
The latest GUI uses images in the GUI folder for these things.
