I think you should decide first whether you're aiming for simple, anime CG or something more complicated. Three layers of shading is too complicated, and I don't think those layers are visible in the picture as I can only see 1 level of shading. Here's an example of a very simple anime hairstyle, which shapes support simple and blocky shading. I suggest you to try this approach next time, just for practice.
For the skin, I don't think it's enough just to shade/light the outer side (near the face frame). You can either practice the beforementioned blocky shading, or the softer ones like my favourite artist 15 do (check one of the work at here). Anyway, try to be braver at shading etc for the face.
Nice job on the eyes! Though like N0UGHTS mention the positioning of her eyes are still not parallel. Anyway, keep up the good work!

Hmm okay.
I tried to better the skin shading with dodge and soft touch brushes there.
It might not be enough, so I'd like some feedback on this ^^
I tried to draw a better lineart this time (still not used to drawing directly from the tablet). I guess the other one was a little bit too rushed. Blame my failing hand ^^
Still, I don't know how to better the hair shading. It's easier when there's movement, but on characters that don't move at all... It's difficult to me to see where I should add more light and more dark.

I'm knew to digital art myself, but I'll try to help
CG tips
1. When shading the face (which I find a little difficult too) try to remember that each strand of hair that falls over her face should have it's own shadow. (1 tip I actually found out a little while ago.
2. Her hair needs some shine or highlights and more shadows to it.
3. Everything has a light source. Try your best to match the highlights and shadows of your face and hair with it's light source. (for example: if your light source is above your character, then the top of her head my have a lot of shine at the top and shadows at the bottom.
4. Check out deviant art- They have a ton of CG tutorials and I'm sure you can find one with the same coloring style that your trying to develop
BTW: The way you colored her eyes seems fine, and I like how unique it is!

since I fail at giving written explanattions... I went and re-Cged your head myself ^^;
And I established a lightsource coming from my right.

Notice that, other than keeping the original hair base and first shding color, I used a more saturated color palette, an extra shading color for darker areas and even a highlight color plus white for more brightness.And I established a lightsource coming from my right.

Don't trust your memory, and don't blindly trust what others teach you either.
Research, observation, analysis, experimentation and practice are the key! (:

Compared to your last artwork the second is better at the skin, but the hair details are still not visible. Deji is so nice to point out through a re-CG. XD
There are many ways for anime skin coloring; blocky cel-shading, Deji's doll-looking skin texture, to soft gradient shading with less detail... the same goes for the hair too. You should find the what you think the most ideal and try working with that style^^

I'll try to keep in mind how you colored Deji, it's a lot warmer and even if I'm reluctant to add the hair shining, your CG fix is very inspirational (and I found out I forgot to do the basic linart recoloring and the gradient fills).
Actually I folllow different styles of coloring.
It's somehow a mix of basic cel shading with some heavy use of soft brushes. I'm not yet at the level of photorealistic shading, but that's not really what I'm aiming at.
If you know a doujin circle that's named nise midi doro no kai, there's this incredible CGer, Ishikei, that makes soft skin tones, with light shiny elements (a little smudge white there, a white halo there...).
I'm also trying to better my lineart with reference photos and reference doujinka like Tony or for this instance, Ishikei. Their styles are quite different and I find this interesting.

I never ever use smudge tool or gradient tools, I do everything switching from a hard brush and a soft one =P
Looking at your fav' artist's work for inspiration is the best thing you can do when you dojn't know what to do or when you wnat to try a new style; even copying one of their images and try to reproduce the coloring the best possible way could teach you a lot of things!

I'm now mostly "inspired" by the Cger I mentioned before. I think it's a good way for me to test my capabilities, but I'm afraid I need some tips for the head shading ^^;
