I think, among sequels, we should be able to distinguish what are

1. stories which were originally conceived to be part of a more epic scope,

2. stories which happen to be successful / popular and thus justify more runtime,

3. and stories which are just being milked.

In 1,2,3, the original creator should have say if the product is going to be an 'official version' (even if it's still amateur and free!). The whole point is that a story should be given the best chance to expand to its fullest scope.

For fanfics its a different matter entirely.

The original creator should be notified whenever a fanfic is to be created, and it it should be a disclaimer that it is only a fanfic, not an official sequel. This protects the original creator in case the fanfic becomes disturbing, and traces the root of inspiration just in case the fanfic becomes more successful than the original.
