Clip Studio Paint/Manga Studio 5 is on sale for 15 USD while the EX version is 87 USD for the next four days.

The former is a SUPER good deal for people who want to start out with digital art and as far as I can tell, it's a perfectly good substitute for Paint Tool SAI if that program is too expensive for you.

I didn't see Anatomy4sculptors mentioned yet. They explain proportions of head and body well, and you can find pictures showing skeleton and muscles, as well as some 3d models of different body sizes and types: https://www.anatomy4sculptors.com/anatomy.php

Also, book series called Sketching Manga Style is awesome. Art on the books is really nice, and things are explained crearly. I personally found their anatomy/poses tutorial to be really helpfull, since they teach how to draw figures and poses using spine as a guideline. I have heard the books are out of print though, and it seems to be crazy expensive, used books starting from $39.95 and new $116.35 on Amazon.

Probably a good idea to add Inkscape to the list of vector programs. It's more or less to Illustrator as GIMP is to Photoshop - which is to say it's free, open source, very functional, looked upon dubiously by professionals, and technically cut-down (but I've never found it lacking in any specific way).

I didn't see Krita (Open Source) in the list of programs - I found that it's quite stable on Windows (it's natively on Linux) and you can do quite a lot with the brush engine. I've heard good things about Medibang as well - though I didn't use it much myself, it looked like an alternative to Sai, but it's free.

For reference, I found Skull Sketcher quite useful. You can download it for free, provided you sign up for the store's newsletter. I didn't receive many emails and the updates they sent were quite interesting. In one case there was a full library viewable online with 3D bodies that you could rotate in space so as to reference the different poses with different lighting sources and camera angles.

Open Toonz is an animation program that has been used for several Ghibli projects and is now available to download for free.

Thanks so much for compiling this, there's so much stuff to learn that's a bit overwhelming, but having it all compiled here makes it a lot easier to look for things to practice when I'm a bit lost as to what to tackle next!

I just found this free program called DesignDoll.
It has a 3d doll which you can move about and pose to your liking. You can even change it's anatomy just by dragging sliders. I find it really easy to use!

Seconding DesignDoll - I previously used DAZ for posing, but it was such a pain to set anything up that it oftne was more of a hassle than just to freehand figures and hope for the best. DesignDoll was a pleasant surprise, much more intuitive. A word of warning, though: the trial version doesn't allow you to load saved poses, so if you spend a lot of time on a pose you want to use later, take screenshots from every angle! You won't be able to return to it without the pro license. (yeah, it's mentioned on the website, but it's easy to miss, so I thought I'd underline that.)
