Which pokemon should I add to my game?

Hey everyone! :]

In order to procrastinate studying for my exam today, I decided to compile a list of Pokemon that I think will satisfy pokemon fans. I have an idea for a Pokemon VN, and obviously it would be a ton of work to include all 600+ of them into my game. So, here's the ones I thought I'd include.

You start the game with an Eevee! The game would allow you to hold 3 pokemon in your party. Once you complete the story, your limit would increase to 6, or perhaps there will be a PC box that could hold 10 or so.

The target audience are girls, and the character in the story starts at age 18 and finishes in her 20s.

Well you have Eevee so you have all the important Pokemon already. Maybe Ghastly, gotta have some Ghost love.

Off-topic question: Are we even allowed to make fangames? =o
Because a friend of mine and me, we wanted to make a otome game with Phoenix Wright characters, but as far as I know we aren't allowed to do this because we don't have the license. It's still their design and stuff.
(I'm also registered at an RMXP board, and fangames aren't allowed there unless you can show that you have the right to do this.)

You forgot about pokemon main mascot!! Pikachu!!! you can't have pokemon fan game without pikachu! That would be a crime.

You should add custom pokemon and it will add a part of you into it and cause future conflicts with original ones.. I LOVE conflict but hate it when it happens to me.. (Side note)

Legally, not without permission, obviously.
Practically, this forum doesn't really police that sort of thing, but the renai archives will not post unlicensed fangames.

I've seen a lot of other fan games, so I figure it's ok. It's not like it'd be commercial or anything, so I think it should be fine.

Haha, conflicts are...interesting. Idk, maybe if this one turns out well I'll make one with fakemon. ...and I do have Pikachu! I only listed the first stages because it'd be kinda pointless to list their evolutions. Pichu is on the list
