Looking for artist.

Currently I am producing a visual Novel, and i need some artist. i need people who can create the back ground, characters,sprites etc.

Seconded. Not only will it get people more interested, it will get the RIGHT people interested - allow them to match thier strengths to the project.

Also, might want to use proper caps and punctuation there.

Yup, what the project's about is important, and what you're looking for is important too. For sprites, artists want to know how many and what kinds characters, poses and expressions you need. For backgrounds, artists want to know the number and what they are backgrounds of (because complexity really matters in terms of time). That last part applies to CGs too.

Basically, it'd be helpful for artists if you were to:
Provide information about what game you're doing.
Provide information on what amount and type of work you need done.

Aherm, on topic, I'm agreeing with everyone else. Even if you tell us that you have all your staffs and completed every other thing, it won't really make sense if you don't show anything, like a short synopsis or a little word about your plans and aims for the game.

The people who will work blindly tend to be less reliable. This is because the reliable ones are swamped from taking on so much random stuff.
