From the FAQ:
Yeah, that's the Sony I know.11. Can I develop free games and applications?
Development will be limited to paid (including freemiun) content.
Keep your script in your Dropbox folder.
It allows you to share files with your team, keeps backups of previous versions, and is ridiculously easy to use.

Re: Ren'Py games on PSVita
Honestly, given the limited amount of time I have to spend on Ren'Py, I prefer to spend it improving support for open platforms, rather than adding support for closed platforms.
I'm also not sure that there are a lot of people who have PSVitas who don't have other - more open - devices.

Re: Ren'Py games on PSVita
Since it's only paid app, it wouldn't make much sense. If Ren'Py had to support a close platform in future, then iOS would definitely be the most obvious choice.
