Looks like the English version is now available.
At least on my computer, it's still requiring AppLocale in order to launch. But it DOES launch correctly after that (many kirikiri games won't work even with applocale set and require a full reboot into Japanese windows mode) If you're not totally sure you know what that means, fool around with the demo first.
