I know there are some royalty-free things that come with certain strings attached, so I didn't want to imply that public domain stuff automatically gives one carte blanche in this kind of situation.

Actually, it does, that's why it's called public domain. If something's public domain you can do anything with it.
Royalty free, however, is not inherently public domain - it just means you don't have to pay royalties to use it. You must still abide by the license, if there is one.

On the pictures for the background I'm not really sure how to edit it...
But for the music I am looking for those in the free to use sites.
That's why I said it was fine just to tell me where you might find the music.
You see I'm having trouble finding the right genre since I want it to sound kinda Celtic...

Once again any advice will be greatly appreciated!

Open jamendo.com, search for celtic, listen to the tracks, when you find the one you like open it and see license information (it's to the bottom on the left)
Keep in mind that you can't use the ones with "Don't alter, transform or build upon this album"
At least that's how I do, I don't know how to search by genre and license at the same time there.
